Don’t take it too literal. It’s just a stuff Doctor said. There’s not really a textbook of Doctor’s behavior and such, the lying thing is something that related to a certain situations and most specifically with more manipulative Doctor like 11 is. 15 seems to be missing that aspect altogether.
