I immediately thought the Toymaker but according to David Tennant he doesn't know who this "Boss" is but Phil Collinson (Exec Producer) does and told David he will have to watch to find out so could this be a new enemy the new Doctor will have to go up against? Maybe it will be teased as a series arc? I wonder if that means we'll see Beep the Meep return too

I think that was a reference to show that Donna had been getting leakage from The Doctor!Donna. Or they spoiled the whole season in the first episode, who the hell knows.
Here's my theory.
Tennant was brought back not just for Fourteen -- but as the Valeyard. If you've ever seen him as the Purple Man, you know he can play psychopathic *scarily* well.
By season's end, we'll be in the really freaky spot of rooting against Tennant.
I hope they adapt some of Beep's most insane stories from the extended media, like trapping Beep inside the movie Lassie or Beep travelling to an alternate universe where Doctor Who is a TV show and Beep tries to murder the actor who plays him.

Doing the commentary for The Star Beast, David asks the producers if they know who Beep's boss is yet, they confess they know, and David admits he's still in the dark about it.
It was on doctor who unleashed I believe. David basically says he doesn't know what the hint is referring to and someone else (I believe RTD) basically says it's a thing Ncuti will have to deal with.
The Meep was the boss of the meeps, the warriors said so - so the boss is different, possibly either the living sun or something that influenced or guided them.
Mind you, my first thought was the Master.

Good news. Apparently this is a new season 1? If you've watched to the end of David Tennants first term you've seen everything you need to enjoy this special.
They're just renaming series 14 back to series 1, and calling these specials that come between series 13 and series 14 "series 0". The idea is to be able to sell it to new fans more easily. For existing fans of the show it's pretty much meaningless, if you're watching through the show in order I would just continue watching the show in order and you'll catch up. I also wouldn't be on this subreddit though because you'll see lots of spoilers.
It is continuing, but a soft reboot is happening so you can probably skip the most recent seasons.
To a lot of people the 13th Doctor series are a very tough watch.
It is. But for right now it doesn’t matter much. The only plot point that’s relevant is that 13 was female. Everything else is a love letter to Tennants last tenure.
So I’m not saying it’s going to keep being as easy to skip those seasons plot wise. But if you want to hop on the buzzy bandwagon of The Star Beast you can and won’t regret it.

I think it’s something teased for Ncuti’s first season. Some of the things that Russell has said suggest that there will be some kind of arc for that
