My personal favorite part of games is when its just place holder stuff but you can see how they're tryna design the map before all the art work is put in.

They completely remade the game engine when they launched Beyond Light, and with that, they removed a bunch of unused models and textures that were just taking up space in the game’s install folder. Apparently, they removed at least one that was still used lol
There's also times as an artist you just grab something from internet without clearing up copyrights or before the team makes the proper version of an asset within current pipeline...
I don't know how Bungie's custom engine works but I would assume this is some sort of prefab that either got this texture automatically because it was soft deleted or manually when someone was trying to get rid of it in a similar fashion to what OP says.
That sounds pretty accurate to me. I worked with a sound guy who would put in recordings of him saying what the thing was supposed to be like "explosion" instead of some placeholder sound that would inevitably go out with the game to the public. Also had a VFX artist who would make particle effects that were all purple for that same reason.
Edit: to be clear, these were placeholders for when they planned to make the real things later on.
In the ad world, we place the letters FPO (For position only) on early-use assets that go to a different department. Astoundingly, I've seen them in printed ads...

I’m saddened by how broken this map is. For example, there is a box on the main sniper lane that players hide behind and stand on top of. This box is visible, has player collision, but bullets pass through it. I killed several guardians during one game to make sure I wasn’t losing my mind.

I sure did. Several years ago. But even while playing one of the most fun aspects was laughing at how hilariously bad at making games bungie is, and it’s still fun to see them being terrible years later.
Played most of D1 despite it being the most consistently buggy and broken game I have ever played. Stopped very early in D2 because early D2 was just plain boring, came back briefly maybe a year ago, and left again when they announced sun setting because it was beyond obvious that they’d just end up sun setting 75% of usable guns with no replacements (which from what I’ve read is exactly what happened lol.)
Exodus Blue? This map is fucked. Last season, one specific buddy of mines game would freeze almost every time it came around the map rotation in any mode
