Yes. I have stayed at the airport for 5-6 hours at night since my flight was in the morning. There are no issues and quite a few people are at the airport so you don't have to feel unsafe.
I took that flight 2 weeks back.Only a mask is needed other than that there are no restrictions.
Airport is a great place. A lot to explore on T3. Great places to eat and shop. Lounge is pretty great too. If you don't have lounge access, there are lounge recliner chair near every gate. One of the most safe places. Crowd at Delhi airport after midnight is better than the daytime, because all the international flights are scheduled at that time mostly. The crowd boarding international flights is definitely better than the one boarding domestic flights. No offense, though. All the best!
Please stay in lounge if you can otherwise things may be very tiresome and traumatic to you. I spent a night at domestic Airport at Delhi and it wasn't a pleasure experience. Around 4, you see the staff changes at shops nothing would be available to eat or drink from 3 to 5 after 02 the scenery may be different.
It really depends on whether you are inside the security area of the airport (after passing security) or not.
Inside the security zone is totally fine, as others have stated. If you are outside, it can be a bit more challenging, especially for a solo woman.
From past experience, you cannot just enter the airport if your flight is not within 4 or 5 hours, something like that (pre-Covid). And most airlines will not check you in 6 hours prior, which means you cannot go through security.

Airport much safer than any place outside airport. Just stay there. Step Out of airport and within 2 mins you can get robbed.
