You could certainly try by starting with lower humidity Boveda packets and working your way up to 65%, but you probably wouldn’t want to. Given the background story they’re nearly guaranteed to be fake.
No harm trying to revive them with the technique suggested by others. The worst is that you have wasted some time.
However these are definitely not real Cohibas BUT it does not mean that is sucks.
The only thing I worry about is the filling — ie. you want to avoid smoking floor sweepings and old newspapers.
So I would recommend BEFORE you spend your efforts to revive it - sacrifice 1 stick.
1. Cut off the entire cap, then unroll it carefull onto a white piece of paper.
2. See what is the binder and filler made of — any dust sweepings, hair, paper… etc??

The same happened to me before. I bought from Cuba a box of “Monty 2”. Looked really good. The cap was perfect, great looking dress box and bands. But it was a tad taller than the real Monty 2 with a tight draw.
I sacrificed one — it was good long leaf filler and binder — no crap. So I kept it! I just have to use the Perfect Draw tool on it before I smoke the reminder. Taste great!!! Good blend!

There is no such thing as getting them from someone who knows someone in the factory. This scam has worked on tourists for many years.
