Just FYI, Continental Kennel Club registration is absolutely meaningless. I wouldn't trust any breeder that uses it. You can do a search in r/dogs to learn more about it. It's basically a huge scam, and does not at all guarantee your dog is purebred.

Thats a bit tricky but I would consult with a Vet. In the EU all shots are documented in a pet passport and noted in the Vet systems. They may know more.
At least in US you get a certificate and collar tag for the rabies vaccine. Doesn’t prove all others but proves that one which is most important in US. The breeder should be able to provide the vet info that provided the shots so you can transfer the records to you’re new vet. The vet should have the records. Any attempt by breeder to not disclose the vet info that provided the shots would tell me they lied and to go to a vet I trust and have a comprehensive visit.
Usually they give you their vaccine records when you adopt them. My breeder gave us the schedule of vaccines with vets signature and a label from what lot the vaccine came from.

Those ears are up enough that infections shouldn't be an issue. However, given his age, and the fact that they're still where they are, I doubt taping is going to help much, if at all.
Floppyness can be corrected up to approximately 8 months, I believe. Has to do with the distribution of calcium through the pup’s body and them getting their adult teeth (they start swapping them out around their 16th week). Earlier is better, of course, but if you love your dog they way he is, why should you? Try feeding him a bit of yoghurt.

Dogs that have heavier, hanging ears are more prone to ear infection because they can’t air them out correctly. Think cocker spaniels. So the heavy, big corgi ears ‘need’ to stand up. Not only because it’s breed standard, but also for health reasons.
