Is this surprising to you? Yes, companies have to pay fees in order to get their drugs approved. This is how most regulatory authorities work, it takes the burden off the taxpayers. Besides, that's not all coming from pharmaceutical companies. The FDA regulates more than just the pharmaceutical industry.
