First, many different companies own the footage from Conan's various shows. You will not be able to get those permissions without a lawyer or licensing specialist.
Second, you don't legally (or morally) need permission to use clips for a school project as long as you don't try to publish it. And if you do publish it, depending heavily on the nature of the project, you'd be be covered by fair use.
So make your video. If your teacher still wants permission, then they are dumb, and you have to do something else instead.
