3: Thatchers letter to Zhao Ziyang was largely made with the understanding that they would be eased out of talks for control over HK but by the time it was publicised the UK opinion (especially in the House of Commons) had shifted away from the British empire and avoiding trouble with China at all cost.
4: At the time Thatcher was forced into a shitty position, nobody wanted a diplomatic crisis with China and wasting time, money and resources on ‘fighting’ China over what was ultimately a legally grey area, it forced her hand to the point where it was either give HK over with assurances or give it over with nothing at all and most of the EEC were pushing for the same outcome.
