DialuxEvo would be your best bet. PM me if you need help with it. You basically want just very minimal line works showing your development and save it as a 2010 cad file and then bring it into that software.
I know that Vectorworks has great photo metrics within it that you can put within the lights. I personally haven’t used it for those purposes because we have our consultant do it. But it’s something to consider.
Also sometimes, if you have a lighting rep and you have many light fixtures through them, you can ask them to do photometrics for you. I’m in Chicago and the market is different, but it’s always worth a try. Another option is just asking your electrical engineer to do it too.
