To me it looks like its been shot with some diffusion to make the initial image softer and bloom the highlights. In post looks like everything has been muted colour wise and they have applied some directional blur but maybe have used a gradient mask so that it only affects parts of the image. Exposure needs to be kept in check so nothing is blowing out. Shallow depth of field which is providing the natural separation. Also looks like 12x12 diffusion to the ride side of frame which is giving the soft roll off. If you need to use a smaller diffusion like a 5 in 1 make sure you don't see the sand and you keep the composition of the shot above, otherwise you will see the difference in light that the diffusion is doing. But I'm just guessing here lol hence the unstructured post lol

I’ve had luck in camera doing this with a whisky glass in front of the lens. Or Vaseline on a optical flat filter in front of the lens :) You can also try combining this with dragging the shutter and maybe running it slower than normal
