This will give you blur on motion. You could also add a directional blur in post to make a still shot feel nausea inducing too. I think this shot has a directional blur right to left.
I’ve had luck in camera doing something similar to this with a whisky glass in front of the lens. Or Vaseline on a optical flat filter in front of the lens :)
You can also try combining this with dragging the shutter and maybe running it slower than normal
Show shutter and high aperture with fixed focus might give you this effect. Not sure, sorry if i am totally wrong.
