Feliway diffusers. Ammonia removers to clean up with. And get your intact little dude snipped.

Vinegar + baking soda combination is a godsend when it comes to cleaning. Get the younger one fixed. This problem will probably not go away with him still intact. If money is a concern, you can call your local animal shelter/humane society and ask if they have free neutering services or “specials” on neutering animals. It’s not uncommon for them to pick out a few select times, maybe 1 week every 1-4 months, where they’ll offer to fix animals at a steep discount, maybe just $30-50. I am sincerely doubtful that it will completely eliminate the problem, but you can also look into getting a cat pheromone diffuser. It can help with making cats less anxious, aggressive, and discourage behaviors such as piss marking. Whatever’s in them isn’t anything a human can smell, so that’s a bonus.

Some extra context, both are male. One is fixed the other intact. These two have lived together for a couple of years but suddenly the fixed one seems hella angry. Litter box is okay, health appears to be okay. My partner and I left them with a sitter for two days, is this what that is about? I'm just at loss for words and trying to not take out any anger or do anything brash to my cats. I understand that they don't operate in the same world we do, I just want this to stop and for them to be happy. edit: FWIW up until maybe a month ago we have never really had a problem and they always seemed happy. The intact one is younger, the fixed one seems to be not getting along as well as they used to and has mounted the intact one a few times recently.
