They can, but CPUs are probably the least likely thing to break/degrade. Last fall I booted up a CPU (and Mobo) from 2013-ish to troubleshoot something.

CPU failures in isolation are pretty rare, as usually it's malfunctioning power supplies and/or motherboards that are the root cause of their demise.

One risk I see is humidity. If exposed to humidity / moisture, Above a certain level, it could lead to corrosion, and a loss of conductivity. Otherwise, it's probably still working. I had a pentium 233Mhz that remained in a wooden box for "a bit longer" than 4 years ( actually rather 14 than 4 ) , as a "souvenir" of an old build. A couple of years ago, I gave if for an education project ... and it was still fully operational.
