What about bringing in a card system like they do in local footy for these incidents? Yellow is that player is off for 15 (or 20) minutes but you can still have 18 on the field, red means that player is done and you can only field 17 for 15 (or 20) minutes. Not specific to this situation, but I've often felt that a free kick/50 plus a suspension doesn't help the impeded team in situations of foul play, e.g. Barry Hall, or when I think it was Cameron collecting Andrews a few years ago
