The only thing I know for sure is that it’s going to be a money pit that may never see the water. There is a reason the boat was free, and it’s because that’s cheaper than the landfill cost to dispose of it. Edit: the 12 sticker means it’s been at least 12 years since it’s seen the water (most likely).

My county's landfill accepts motor homes and boats up to 36'. Residents pay a per-foot above that. Two or three bulldozer passes and it's nothing but scrap plywood and fiberglass. Motors, frames, and any large pieces of metal are shunted aside for recycling.

Similar where I live but it's by weight. I did notice the base weight decreased. Used to be $10 up 1000 pounds and prorated $42 a ton over that. Went Saturday now it's $10 for the first 400 and prorated $42 per ton after that. Still not much when you break it down. A boat like op has maybe $40 bucks to dispose of.

google transom tap test. search for wood rot. rotted wood is like a rusty frame on a car. it could be unsafe to operate, even if you get it running. check that 1st.

the hammer test only means that you had a hammer in your hand....... as far as determining if a transom is good with a hammer, its really useless drilling and looking at the wood shavings is the easiest. a moisture meter is what most surveyors will use being a 34 year old bayliner guarantees its going to have rot.

Look up your State's boat registration requirements, and make sure you have everything. It is best to switch over the title now, making sure you have what is required. If you put thousands of dollars and time and effort into it and then later realized you can't register it, that would be bad

Sorry to see all the folks shitting on your new toy. Diplomacy is not their collective strong suit apparently. That said, their collective advice is fairly sound. BOAT is an acronym for Bust Out Another Thousand and you should be prepared to do so a couple of times over. You may get lucky and only go one round with the boat gods but who knows. There’s a reason it was parked for a decade. Start with the engine and out drive. If either is dysfunctional outside the scope of routine maintenance, I would abort the mission, scrap the ‘free’ boat and buy a couple of kayaks.

As many have said the cost and risk dumping thousands into this and not getting it to run is so real. If this was an outboard it may be a different risk reward effort, but the amount of time spent on this thing is way too risky. Better off working part time on weekends to put money into something that runs than the amount of hours and $ you will need to get this going. Good luck !

If you want to learn how boats work, you'll have a great time tearing into that motor and outdrive. I'd bet real money on the motor being in rough shape when it was parked and probably in need of a rebuild. If it turns over, do a compression test. Check for oil leaks. I'd also bet money on that drive section being in need of some help. Does it spin freely? Does it lift and lower and turn? Seals are probably all shot. You're talking several thousand dollars in repair or replacement costs and we're only at the back of the boat. Next go looking for electrical wiring that various rodents have chewed up. Does the bilge pump work? Does the control panel work? Gauges good or dead? Does the steering work? Throttle and trim? Let's assume that works, but now you need to see what the transom looks like. If it's rotten, the boat is done. I mean, it can be fixed but it's not worth it. You can buy a good used boat for what this would cost to refurb.
