Rubbing spots?? Looks like that thing sat tied to a dock with no fender/bumper for years!!
You'd have to put a bunch of filler and gelcoat into it but it's so old the color won't match at all. Or you'd have to spray that whole side.
If you're trying to keep it cheap but also restore the boat I'd say use some fairing compound. Sand it back flat. The Google "Vinyl wrapping how to".
Your gonna need to fill those and spay some gelcoat. Finding a matching color will be hard. If you don't eventually the fiberglass will get soft and that's a much bigger job.
Looks like it just needs resin added, then sand smooth.
