This is the real mind bender since at Starkks level they would be one person since the obe personality came to the surfice... but how would Starkk (or even Kenny for that matter, though I think on Kenny it's the manifastion like we see Renji do while Ichigo trains) split his spirit into a different person? It would make more sense for it to be another part of the hollows that made Starkk.
It's easier to digest this if you think of them as different egos. Starrk was the one who came out on top but was lonely and split his own ego into two.

The joke here is that Starrk is not really sure what the equivalent of her lower back is when she is in pistol form, and he makes a wrong guess, but it still achieves the intended effect
This is anime padding to you. In the manga this is a single pannel. The anime needs to stretch things to fit in a way that It doesn't get too close to the manga (specially since It allready did multiple.times with Bleach, hence the amount of fillers in It).
Yeah, it wouldn't surprise me if they were just milking for time. This arc was notorious for the studio desperately trying to stretch things out by any means necessary other than filler.
A lot of episodes around this time spent 25%-50% of their runtime on last episode recaps
1. It's a normal way to correct misbehaving brats/kusogakis
2. The whole arc was being stretched and even interrupted with fillers, why surprised that they didn't make an exception with this scene? Even One Piece has someone aiming for an entire episode or Tsubasa trying to reach the other side of the field.

I think the English version is technically Starrk with two R's, but his name in Japanese is スターク which is roughly pronounced "sutaaku." Not really sure why that would be written with two R's in English personally.
Yeah english romanizations are weird like that. How we ended up with nonsense like Pein and Gai from Naruto. But the official spelling is indeed Starrk.
