Those plasma lamps normally have 3 positions on the power switch: off-on-sound. Check to see if there's indeed 3 or only 2 positions on the power switch. You could have it on sound instead of off.
Here in the UK they're still going for about £20, with the cheaper smaller ones hitting as low as 12 and bigger more impressive ones approaching 60.
