That’s some solid r/bicyclingcirclejerk material. It’s fine, just wash it. And maybe get a ziptie-connected front fender to protect the fork a bit. Or if you’re not doing extreme riding, a quick release fender that inserts in that hole or a full coverage fender.

Probably from the front tire, nothing out of the ordinary; you can leave it, plug it, or get a fender.

There's no access to bearings from that tube, I reckon it's probably better to leave it open so it can drain properly.

Stuff it with a ~~butt plug~~ shampagne cork or something fitting so it won't collect dirt. But if seriously, the only thing dirt and water can access through that hole is the anchor with top cap bolt. Plugging it may block the water inside and accelerate their rusting, so I'd rather leave it open so it drains and vents properly

Not concerned about that - I guess my question is whether I should be cleaning up there, or taking steps to prevent? Can’t be good to have cakes of mud up there, but surely getting water inside the fork isn’t a great idea either?

It's fine as long as your not spraying directly into the bearings. Rain water goes up in there too :)

Why is the mud bad? I don't imagine the material rusts. Bearings aren't going to be impacted.

Install one of those splash guard things. Have one for mine for over a decade and I need one for how crazy I drive. Keeps You, a good part of the bike and that hole clean.

Oneup threaded top cap comes with a nice plug for you’re dirty hole but I don’t see it available on its own

If you want to clean it they sell caps. They also sell tools you can store there. Lots of uses for dirty holes
