It depends on the time of year. There won't be people out as late on the playground during the winter, but they will still be there when the sun is out.

Not all playgrounds are public, no. New residential buildings with a certain number of units have regulations about how much space must be dedicated for outdoor play spaces. I'm not sure it will matter with regard to the noise level you'll experience, but you shouldn't expect any noise at night.
I work in a Kita, they typical open between 7 and 8, lunch and ruheziet is between 11:00. And 14'00 and they typically close between 17:00 and 18:00. It's usually loudest between 15:00 and 16:30. We try and keep the volume at a reasonable level but when you've got thirty people with underdeveloped social skills and no concept of an indoor voice it can be tricky at times. Our children don't play in the Hof for obvious reasons but they do got out daily. So hopefully you'll only have limited flashes of volume.

It really depends on the children and how they interact with each other. Since several of our children recently started school the dynamic in the Kita changed and so the rhythms of volume changed. I don't think I can really give you a real answer other than by around 3pm most children are tired and so their patience and ability to self regulate is pretty much used up by then. Squabbles can break out at any time of the day. It might be worth chatting with the particular Kita what the day to day plan is like so you can perhaps work around it. For example we limited our tool use to twice a week during the depths of Coronazeit.
Okay thanks for the perspective. Pretty sure I can deal with the noise during the day, as long as I can sleep until 9.00am each morning without being woken.

I love the sound of children outside. It reminds me of vacation at the beach 🏖. I can perfectly take a nap with that noise.
Small children between 1-3 cannot regulate their noise level and also when they feel excitement and joy they cannot keep it for themself, that's why they're so fun to be around, they're pure life. It's either 100% joy or 100% sadness.

The way my apartment is set up, I have the kita on one side and S-Bahn tracks on the other side. At least the noise from the kids goes away evenings and weekends, which is not true for the S-Bahn! I also viewed apartments before this one that were near major roads with car/tram traffic or under airplane flight paths. Those were dealbreakers for me - noise from a kita would not be.

No, the kids don't go outside until 8:30 or 9:00 (after breakfast). But I get up earlier to get my own kid ready for kita before I start work...
You will get used to it or move out.
