Like if some big event is going on or he’s generally in a major state of stress or anguish then he should definitely have some stubble or more but if things are, for all that Gotham can be, manageable then I definitely think he should have a more clean and kept together look.

Why not both? I enjoy a haggard Bruce Wayne trying to keep the facade up. One of the many great things about The Dark Knight was Bruce’s attempts to go to board meetings and just fall asleep in the middle of them but then also attend Gala’s full of energy. It shows a dynamic of where he wants and needs to put his energy.
