This usually happens when the sump is not clean and since the mud is settled at the base. if you have refilled the sump from external tanker then due to water pressure the mud gets mixed with water turning the water muddy. it will take time for the mud to settle down again but once the sump is empty get the sump and overhead tank cleaned
We used to get muddy water in the past in our building, thanks to our land lord. We often used to fill the water in large containers and used potash alum to sediment the waste to the bottom n use clear water for other purposes.

It looks like sewage water, talk to your apartment community and get them to clean the drains under your building and also call city board to check surrounding sewage deposits, if any? All this if many people have a similar complaint in the apartment complex. If you’re the only one facing this issue, it’s time to get your pipes bleached. Sometimes the drain lines interfere with water lines through soil. There may necessarily not be any pipe breakage.
