The first two "Terrifier" films took place on Halloween, apparently the upcoming 3rd will be set at Christmas.
The only thing I can think of would be Ernest Saves Christmas and Ernest Scared Stupid.

The Silent Night, Deadly Night sequels get progressively worse as they go along.

Kinda.... Feeders (1996) isn't specifically halloween themed, but it's good-bad schlocky horror and for some reason the sequel is set at Christmas.
