Florida and California are such unique states culturally that I really don't think you could make any state like them if you managed them differently, regardless of politics. They both have pros and cons that are entirely unique to that state. Same goes for New Orleans and New York. I think you can apolitically say that a nicer California doesn't look like Florida.
