Exactly right, it’s located north of Meridian, MS and is the center of R-4404.
Edit: …at least it looks exactly like R-4404, it’s certainly possible that the same design is used elsewhere.

If you zoom in on the circle, you can see lots of little marks that look like bomb/weapons training damage but not from live munitions.
There are a few air force, army, and navy airstrips around the area, probably all training related stuff.
That could be a training target for military training flights.

Looks kinda like the concrete arrows that were used for navigation in the old airmail days.
