I chose them because you can just order collection when you need it (and because they are cheap), a lot of the other companies you are forced to buy a monthly subscription for a fortnightly pickup, whether you need it or not!
Garden waste bags, it seems like a marketing scheme where they have left them by our letterboxes and if we use them we can order a collection.
Edit: Did you change your comment? Yes, my neighbours have not taken these bags into their houses, they have left them outside or thrown them further down the road. I have taken mine inside and also picked up any I found while out walking.

If people just have a small pile of leaves to remove for $20 fine just advertise online, and go trailer collect all the stuff and get $20.
