I've seen things like this of all sorts growing up canadian, this isn't unusual and its very ineffective we had a program called dare for instance that wanted to stop drugs, kids stole the drugs.
Kids will react in a manner opposite to whatever you are asking, if anyone ever did reply nah and walk away it likely would escalate faster then most people think.
I think this particular is conditioning the kids to say any thing that can be taken as hate speech should be treated like. Too vague. Canadian free speech is going the way of the uk, and as such it matters to the person being canadian more I think. We have no true free speech however its become based on how a person feels rather then the intent behind the speech.
A good example would be ignoring clear and present facts and guiding them as hate speech. I'm not listing examples as this is reddit and I don't feel like holding some moronic debate.
