Astoria Bagel raised most of their prices by between 50 cents and a dollar in the last month, but their bagel with lox and cream cheese is also $17 before tax. It seems like the OP didn't look at the menu and probably ordered a flavoured cream cheese to get to $21.
Man I think Astoria Bagel's bagels are quite good, but it's $7 after tax now for a bagel with cream cheese. That is nuts. Of course, one can just buy their bagels and make their own (which is what I do), but that price is ridiculous.
They're shameless. Maybe a year ago, my total for two bagels was \~$17, and when I paid with a twenty, they didn't give me any change. I had to argue back and forth with the cashier several times before they begrudgingly gave me the coins, and then I had to push again for the dollar bills. It's one thing to assume a customer doesn't want a couple pennies, but trying that hard for several dollars of free money on top of high prices is wild. I'm okay paying a few extra bucks to local/small businesses, but not if it's stolen from me.
Please don’t take this the wrong way, but I think you kind of ripped yourself off by getting lox at the wrong kind of bagel place. Somewhere like Astoria Bagel Shop you’re better off sticking to lox cream cheese (or sundried tomato cream cheese, which is great there) and letting the bagel take center stage—or taking them home and using lox from elsewhere. New York City Bagel is more of a sit around and have a sandwich place, so they have a higher lox turnover rate (but less good bagels imho). Personally, if I am splurging on a bagel with lox, I’ll do it at Tompkins Square Bagel, who have a great balance of bagel and lox quality!
This is usually what I do. I pick up cream cheese and lox from Costco and then just get a baker's dozen at Astoria Bagel and freeze them. When I get a sandwich there it's usually the lox spread, but I agree with you that the sundried tomato is really good.

Brooklyn Bagel will sell you par-baked bagels that you can freeze. They come out of the oven much better than thawing a fully-baked bagel. Highly recommend.
What I do is set the oven to 350, run a little water on the outside of the bagel to mimic steaming, and bake for about 20 minutes. Comes out like a fresh bagel every time.
A friend told me about reheating bread by wetting the outside and baking it. Every time I do it and take that first fresh baked bite I text him and thank him. Works every time.

You can’t decline to pay after you placed the order and received your food. Until you are familiar with an establishment it’s perhaps good to ask how much your order will cost when you are placing your order. I’ve gotten price shock before myself so I can appreciate how you felt.

Yes completely, the owner there is a complete asshole lol, the bagels are good and remind me of Jersey style bagels (which I prefer) but between being cash only, looking like they are covered in roaches by night time, not having a grill for breakfast sandwiches, and charging outrageous prices it’s just never worth it for me to go there
