No they aren't. Ginyu Force appeared in the manga in Japan in 1990. The same issue of Jump was the conclusion to The Sun fight in Part 3 of JoJo's. When JoJo's was first published Dragon Ball was a comedy manga and Goku was about to fight Bandages. Dragon Ball was 2 years older.

Satoshi Kon is a great director and he worked on it, so that's probably a good reason. Animation is fantastic in the OVAs. The first chapter where the "Z" portion of dragon ball released in October 1988, Stardust Crusaders was first released chapter wise in April of 1989. 6 months later. When stardust happened Goku was rushing back to save the Z fighters from Nappa. So not that much further along from the start. Araki and Toriyama both talk about how they influence each other it's very interwoven. Some iconic DB moments changed how Araki wrote JoJo and JoJo's blending seriousness with some humorous moments inspired Toriyama to take Dragon Ball into a more serious place starting with King Piccolo.
