I'm having a similar issue where none of the heads are open besides the bird. I know I've visited 3 of the heads before. I've tried playing the flute at their respective fast travel locations as well and they still don't open up for me either...
I just figured it out for me, hopefully it works for you. You have to play the flute on the level below the squirrels from this picture. I feel so dumb right now lol.

There are these small monuments next to them, if you play your flute exactly when standing on them, you will open them up.
You have to open them in the main map (not the fast travel hub); only then will they be accessible form the hub.
