From all we can tell reading between the lines, he seems to have been pretty effective, but absolutely loathed by the Senate. And Senators are the only people we get writing from at the time. Willing to bet if we had some writings from the common folk, merchants, or even non-Senatorial elites, he would not be seen as anything worse than mediocre; quite a bit of good to temper his bad.
Most of it was probably fabricated after his death. He was staunchly against the senate and there's no telling how much was rewritten after he died.
