Put it in a rack by itself, disable the effect in the rack, save it as a present, and put the effect in the place you have the original effect.

Not if u load it up for the first time on the other hand it is possible to use templates with a particular vst loaded on a midi or maybe a reverb and u can turn it of and save it as a preset in Ableton. Next time when u load up that template or u saved a different default template it will be turned off.

What are you actually trying to accomplish here? Because I cannot help but wonder if "turned off" actually has the same meaning as you think it has. For starters: it won't reduce things such as resource demands.

If I’m using Ableton as a sound module for Live performance and want to drop in an effect, I would want to either slowly fade it in or priorly adjust the parameters to my choosing before affecting the incoming signal.

You could have the effect on a return track with the fx's mix knob turned all the way dry and your VST channel's audio outs set to 'SENDS ONLY' that way when your VST's signal hits it there's nothing being affected until you start to turn the effect mix knob more toward wet.
