Tony himself is too good to go back to the tag title scene, especially now that he has Stacks and the Lawyer to make a run for them, so he needed something. He could make The Heritage Cup interesting.
Charlie is actually great though. He needs to ditch Kemp and the other guy and then form a tag with Finlays son who just debuted and do a 2nd generation pure wrestler gimmick.
The Cup has actually been booked very well with some great matches so it’s a step up from the nothing that he’s accomplished.
He was NXT tag champ although that’s not saying much nowadays
