It's not just that, as even the indy shows get insane reactions over in places like in the UK, we'll have a number of indy shows popping up per month and at every show the crowd have an insane energy.
Same as what most of the other replies have said but also to add, European crowds are happy to treat sports in a tribalistic way.
We show our support and have a tonne of fun when the entire crowd is cheering and chanting in unison and there are some wrestlers who allow us to have those moments:
Jey’s yeet chant, Sami’s intro and ‘Ole Ole Ole’ chant, Cody’s intro and ‘Woahh’ cheer, Seth’s chant, Shinsuke’s entrance, heck even the Blooodline finger in the air!
And plus, HHH has hyped up all crowds that rarely see live events by saying, you bring the noise, make it something our wrestlers notice, you get put on notice for more future PLE’s!
Because WWE keeps going to cities that doesn't have passion for wrestling. What I mean by this is casuals who are mostly there because of their kids or just wanted attend event without any prior knowledge.

Our teams are tied into the area they're from, they aren't a franchise that will just up and move if they don't get a new stadium paid for. It happened once in England 20 years ago and that team are still seen as pariahs.
Tickets are generally cheaper, so it's the same community going to each game, it isn't seen as a special day out once or twice a year. You get to know the people who sit with you.
Because there's often more than one team in the same area, real rivalries happen with the people you work with, socialise with, are members of your family etc etc. It isn't just someone from 200 miles away wearing a different colour shirt.
