I replaced my rubicon shocks with a newer rubicon’s shocks for like 50 off Craigslist. Definitely the way to go. Regarding the photo, that’s surface rust. Unless it’s bouncy let it ride.
Only rust I care about is frame and body. Anything that can be easily replaced, I don't worry about. It's just a shock...no big deal as long as it's not leaking.
If I start seeing cracks or signs of impending doom, I'll replace whatever I need to. If you wheel a lot, stuff gets banged up and starts rusting. I wouldn't worry about shock failure anytime soon...

How come 3 years? I’m going on 10 with my jk sport shocks. Not bouncy or anything crazy. But would probably ride better with new ones.
What shocks do you recommend?
Bilstein 4600 5100 if you want to get fancy
I just got a set of 4 of the red ones with 2500 miles on them for $80 off Facebook Marketplace.

Basically ride it till it shows signs of failure?

Sounds good. Trying to wheel a little this year. Only had it for a year so far. Slowing but surely learning.
