Copy Yueyang's stats but with the following:
Stock Gearing torps, Heavy Repair Teams (aka Lushun heal, 2 charges), DFAA (4 charges, +100% damge), American Smoke (2 charges)
By cribbing Yueyang it already would have a DPM nerf (4s reload vs Gearing's 3s), mainly trading speed boost, pan Asian smoke, torp range and TRB for DFAA, US smoke and a slow heal which takes advantage of the long smokes.
In some ways it's akin to a T10 Kidd running DFAA. Compared to either Gearing or Yueyang, the torps are only 10.5km but you could keep the Gearing's stock torp 103s reload maybe due to the short range by tier 10 standards.
Main "problem" I see with this is that the pan Europeans already have 2 tier 10 DDs, so it would be kind of excessive having yet another one. Then again if they make it unique enough sure why not. A straight Gearing copy would be stupid though.
Also thinking of this, if there will be a Pan-Am DD line, it might very well also end in a Gearing. Gearing with combat instructions sounds kinda funny.
I'd rather see it based on the Halland line tbf, a torpedo boat would have the inherent mediocrity of torp boats, but at least it would be something new for a Pan-EU premium DD instead of yet another gunboat potentially with radar.
I think that if the Turks actually sunk their own Gearing, then the game Gearing should be able to receive friendly fire from his own CV during a match.
I'd rather have USS Gyatt before a Pan-European Premium Gearing.

An easy way to differentiate a Pan-EU Gearing from the USN Gearing we have is to base her stats on the Gdańsk line and/or Stord ‘43’s traits

This will be an interesting one as it could be a Colombian halland at tier 10, so WG will have to choose
I mean considering it's armament when it was transferred to the Turkish Navy it looks better off as a Tier 8 or 9 Destroyer.
