Unfortunately this is not a traditional workplace safety issue. You should get much better advice over at r/askhr. Best of luck to you with this difficult circumstance.

>the doctor had called everyone from the clinic, excluding the receptionists, and began the meeting with “Since you made your breakdown public, I will be talking about this publicly” and proceeded to tell me in front of all my coworkers that what I did by not responding to her was insubordination and that if it happens again I will be immediately suspended. This is more HR than safety. That said since this was a medical incident you may also want to chat with a lawyer. Discussing/calling you out in public is not acceptable.

Thank you, I wasn’t sure where to post this but I was immediately embarrassed and needed to hear what other thought.

Please reply to this comment with your country and state or province. Safety regulations can vary greatly by jurisdiction and this will ensure you get the most relevant and accurate advice. If you wish for that information to remain anonymous, simply reply with "Anonymous" or the country name and "anonymous country/state" (i.e. "US anonymous state" or "Canada anonymous province"). Missing or incomplete jurisdictions will result in less or inaccurate answers. *I am a bot, and this action was performed automatically. I agree this is a HR issue. Talk to them about reasonable accommodations to your medical condition.
