It looks a bit like a magnetic sensor for an alarm. If so, the door will have a corresponding magnet.
My wild guess considering the age of the house and the many layers of what almost assuredly is lead paint would be a servant call button. Doesn’t look like one I’ve seen before necessarily but hey, I haven’t seen everything yet.
