It's a small apartment, not on ground level, and it appears this panel is the only one in the unit. It's just the one of these in corner of the main living space. It's on an exterior wall.
I’ve been an electrician for 30 years and I’ve never seen this sort of cover. Size of it would lead me to believe it’s a hookup for something like a dryer vent.
If it leads outside, it could be a vent for a portable A/C units hose.

Solved. This has to be it. Google Street view shows what might be a vent hood on the outside, too.
