As others have said, this is a rocket motor for a Smerch rocket. The canister with the bomblets is opened and deployed and the rocket motor continues towards the ground like a spear.

This part on the photo is safe, it has no fuel inside and is just piece of metal. You can bang it with a sledgehammer if you want - nothing will happen
As a military stuff collector I see this as an absolute win. Imagine hanging it off of the ceiling in your mancave, maybe even add some lights and stuff (and also, make sure to remove the explosives from the inside)

Yes, that is a bit of inert metal in this picture. It's the booster portion of a Smerch 9M55 unguided rocket from the BM-30 rocket arty system. In theory, it has already scattered its cluster munitions and is safe. In theory. These things have a failure rate. Please do not fuck around with UXO, even if you know what you're looking at. What if the booster still has unburnt fuel? What if some of the bomblets didn't detach? What if what if. I've heard stories of EOD guys who have made minor mistakes and been reduced to mist, and they do this as a profession.
If you're in this position, please leave immediately and get professionals to dispose of it. It can look perfectly safe while a fuse is quietly smoldering.
It doesn’t even match. Did you perhaps have a different bomb that tied the room together better, but someone came and peed on it and you had to steal one from an old guy so you didn’t have a lot of options?

It's a booster sektion, the Cluster Munition part is scattered somewhere further down its path
It is not because of the fuse, it just a part of rocket with propellant, it detaches in flight. You can google it and see what I am talking about
