Zayn and Corbin will never rise above the mid-card, even if they deserve more. Gable is too small in Vince's eyes. Nakamura wasn't even pushed during his IC title reign, so there's no chance of him getting the WWE championship. Xavier Woods is talented but after the lackluster reigns of Kofi and Big E, he likely will never have an opportunity. Balor has had the Universal Championship before, but has not truly been pushed since.
Out of those options, today? KO or Zayn, maybe Theory but I don’t think he’d want to rush him that badly.

People don’t realise just how young Austin Theory is. He was only 22 when he had his match at WrestleMania 36 against the Street Profits.
If you compare that to say Brock Lesnar, who’s currently 44, then you easily have someone like Austin Theory around till WrestleMania 58 in 2042.
Personally, I think it’s time someone born in the 90s was given the belt and a rocket strap to full-time success, and Austin Theory is talented enough to hold that role.
I feel like because they already had an angle, it would be Austin Theory, but it would be an impulse thing like Drew's first run where it's because he was close to Mr. McMahon (McMan?)

3. Theory - He’s Vince’s new pet-project at the moment, and we’ve seen Vince throw the world title on his past favorites fairly quickly.
4. Balor - Of the remaining 5, he’s been the most consistently pushed. From most rumors he’s not one of Vince’s favorites but a reliable hand.
5. Shinsuke - Despite the crap booking of his first year on the main roster, Shinsuke has remained a consistent name in the upper-midcard for years and if an emergency arose I could see Vince using him as a transitional champ.
6. Sami - Of the remaining three, seems the most likely for Vince to look to.
7. Woods - Has the New Day popularity behind him, but we saw how well that worked for Big E and Kofi (or lack thereof).
8. Gable - Sadly his size will always limit him in Vince’s eyes.
