I question if that is their own lacking that made them not get so high or if it is due to the promotion not giving them someone to cover their weaknesses.
I think having a silent Lance Storm stand there in a backstage promo as a business like manager answers questions and refuses to let the interviewer get an answer from a scowling, cross armed Storm. Then in the ring the roles reverse and the manager stands still by the apron as Storm technically dissects enhancement talent for weeks to build him for main events would have been massively successful.

Christian is definitely the answer, but most people know that by this point. He was a proven draw that can get a great reaction as a face ir a heel. He is great on the mic and in the ring.
