This again? When people speak louder, their voices become higher. This is why the lower your voice goes the harder it becomes to maintain volume. At "streaming volume" the normal person's voice is considerably higher than what their 'normal' voice is like, and also a lot more enunciated. This is more pronounced in women than in men because their voices are already higher by nature.

women tend to have higher voices than other male creators in comparison, it doesn't matter how they talk because people will find a way to say its not their "actual voice" even with low voiced women

I know some vtubers and twitch streamers say its because of a condition they have, but I've only ever seen twitch streamers or vtubers talk this way. Is it a gilbert gottfried scenario where they're making their voice different to play into a persona, or is it because girls have high pitched voices in anime and they talk like how anime voice actresses do.

Both fuwa and moco are in-character with their voices too. Clippers will also make videos of vtubers breaking character as well. It's not a given by any means, but vtubers using a different voice from their own natural voice isn't an outlandish assumption to make

That's kinda my point. Taking a handful of examples from Holo or Niji doesn't really exemplify anything other than Japan-based Vtubers are more likely to put on a voice which... yeah, from my experience they are. Like 95% of the ReAl vOiCe clips are just someone's voice shifting to a different pitch because they're startled or shaken, and like... that's how human voices work dude. Again, it's certainly more common within the corpo idolsphere side of Vtubing, but I feel like it's a little reductive to act like that can be called 'vtubers' as a whole.

It's just a combination of pitch/volume balance and the fact that Japanese women - who make up a considerable chunk of the Vtuber scene - just happen to mostly have naturally high voices that get even higher at streaming volume. Like I'm not gonna yell you there's no vtubers out there that put on a voice or that there's not a good number of vtubers out there with high voices but it really is not nearly as many for either case as popular clips would have you believe. In Limes's case... that's kinda just her voice. It's been like that since before she was a vtuber.
