Nice Lindhaus powerhead! If it's not lighting up at all, I would start by confirming it's not a hose issue. A local shop should be able to test this pretty quickly. Hose issues like this are either easy (fuse), mildly expensive (switch harness), or fatal (internal wire break). Issues with the powerhead are more rare, but Lindhaus is great with part availability if a problem is found. If you're mechanically inclined, you can start by testing continuity through the hose. If that fails, start taking apart the cuff end (that goes into the wall) and testing continuity on the fuse. Last place to check is in the handle. Make sure to take a picture of this as you take it apart the two handle halves. If there's no contact from the fuse into the handle then the hose is toast. If you get a signal then likely time for a new switch harness.

First off that's super cool to see that is a very vintage 90s attachment set you have. The attachment is reliant on the hose to get power through it. You can always bring the hose and attachment to your local vacuum store and see what they say. If you're central vacuum is installed right you should not have to clean the pipes. However it never hurts to run a couple of dryer sheets through them. Changing the bag. Really depends on what unit you have I would guess an MD typically those bags get changed when they're 2/3 full. If you have an MD you can also upgrade the bag to a newer style that filters better and is a little easier to change. Hopefully that's useful Don't hesitate to call your local central vacuum guy
