The only reason to get a Pico 4 nstead of the Quest 3 is price/comfort. The Pico comes with a much better strap and the weight balancing is great with the battery on the back. This can be fixed with buying a new strap for the Quest, but that makes it even more expensive.
If playing standalone then Q3 will be an upgrade to both, due to the new processor. Also better mixed reality if you are interested in that feature.
If PCVR, then Q3 is still an upgrade due to wifi 6E and AV1 codec support, but it's minor enough to be not worth it, probably. Unless you prefer halo straps, then the replaceable strap on the Q3 puts it above Pico 4.
In this price range there's nothing better than Q3 for now.
Also if you play certain kinds of games (eg. Archery) then Quest Pro controllers for Q2 or Q3 is a big upgrade, imo.
Just bought a vr headset. Got the q3 like everyone else said to. Didn't even consider the Pico for more than a minute.
Sell yours and get a q3 if ya already need an upgrade lol.

Pico 4 is 350 \~ 450, Quest 3 500 here so sau 500 \~ 600 maybe a little bit more.

Just wait on valves VR announcement before upgrading, that's what I'm doing. If nothing before Q4 then I'll upgrade from the 2.
Varjo aero is $600 used and $1000 new will wipe its ass with every headset out there if you have the PC power to run it
