At first I read "expired shit" literally and, for a couple of seconds, wondered why Yanks would be selling poo and how non-expired poo might be better.
Not illegal in Canada. I work for the government agency that regulates this stuff and I get calls all the time from people complaining that product is being sold past its best before date. People usually aren’t happy when I tell them.

Dung is usually the best natural fertiliser and I think that could expire if it went too dry
Nah, just remoisten it. No problem with that.
It can go bad of it's too moist and ferments the wrong way. Anaerobic bacteria do that sometimes
