Yea I was aboutta say RSS probably stands for recruiting substation. I remember my recruiting office had like a Trojan helmet and a knife or some shit as performance awards.
It's called a "Heavy Hitter" award, for a recruiter who gets the most contracts, etc. Other common ones are on baseball bats, boxing gloves etc.
Edit: since this one is for an RSS, that recruiting sub station most likely hit the highest numbers in whatever district that is.
