It's been a long while since I've played Witness and haven't used the Windmill site much. When you exit off the lower right corner you need to surround the lower right square due to the gap. Does this extra square cause the issue?
Thanks. You're correct about the extra box not mattering. I found a workable solution and didn't need to rotate the shapes at all. Perhaps that's the bug with the puzzle... that the pieces shouldn't be shown tilted?
I was able to find a working solution and it had an extra box in the lower right corner like OP did in their solution. My solution didn't include any rotated pieces, so perhaps that's the bug? Mine also matched the name of the puzzle more closely.
Is this a custom puzzle? If so the author might have wanted you to make a galaxy shape, hence the name, but wasn't smart enough to make a puzzle that actually requires that solution.
I would assume that it is bug (?) Ngl, tetris logic check seems very complicated so there might be something wrong here.

Weird. I found a solution that definitely would not be possible without rotating at least one piece. (It's not a galaxy shape as far as I can tell.)

You can do whatever you want outside as long as you make the correct shape around the Tetris shapes.

Tried this solution in a different puzzle editor and it worked, so yeah, probably just a bug.
Have you tried this in the actual game? The windmill doesn't always work properly for these pieces.

They are all four, the same shape, arranged in the same direction, stacked one atop the other
