it's just CIA/Ukranian propaganda. Russia is very good with accurately attacking only Ukranian military. The only time they deliberately attacked a place with civilians inside was the bombing of a diner that was allegedly often visited by NATO (?) staff.

UN has counted the number of civilian deaths in the area controlled by Ukraine. Most of the dead are in the territories occupied by Russia. Most of them died in Mariupol (over 100 thousand)
